Dated plot evidence for the EU Deforestation Regulation: a per-plot record with pre-registered controls

A per-plot evidence record for due diligence under Regulation (EU) 2023/1115, built from public satellite data and the Commission’s own 2020 forest maps. For each plot boundary it states, dated and sourced, whether the open archive supports an established stand before the 31 December 2020 cutoff, or withholds that finding and gives the reason. The determination under Article 10 stays with the operator.

Hallazgos Metodológicos Clave

Pre-registered control campaigns ran in five regions on 518 control blocks across forest and established crop or coffee classes.

Forest control blocks given an established-stand finding: 0 of 220.

Every plot the archive cannot support is returned with the finding withheld and the reason stated, never as clear.

Two published versions of the Commission forest-cover map are compared over the same control geometries, so an operator can see where the baseline itself moved.

Física y Metodología de Inversión

Sentinel-1 radar, Sentinel-2 imagery, a public elevation model and a public canopy-height map are read by several independent instruments for each plot boundary. Their readings are reconciled into one dated record that cites the scene behind every statement. Controls were chosen and their pass lines written down before any result was read.
