A per-plot evidence record for due diligence under Regulation (EU) 2023/1115, built from public satellite data and the Commission’s own 2020 forest maps. For each plot boundary it states, dated and sourced, whether the open archive supports an established stand before the 31 December 2020 cutoff, or withholds that finding and gives the reason. The determination under Article 10 stays with the operator.

Sentinel-1 radar, Sentinel-2 imagery, a public elevation model and a public canopy-height map are read by several independent instruments for each plot boundary. Their readings are reconciled into one dated record that cites the scene behind every statement. Controls were chosen and their pass lines written down before any result was read.
