Measuring the 2022 Po drought against Italy's own rice loss survey

In July 2022 the Po fell to an eighth of its normal flow. We measured the collapse across the Lomellina rice district at the threshold Italy's rice authority uses, and put the result beside the hectares they published.

The problem

Water was rationed across 300,000 hectares with no view of where the cuts were landing. Compensation turned on a per parcel damage test, and the official loss figures arrived in December.

What we did

Exact calendar date pairs against 2020, a year with no irrigation restrictions, scored at three thresholds including the one the rice authority uses to define an unproductive field.

The result

18,353 hectares at their threshold against 1,618 from two ordinary seasons, and the same collapse visible on 20 June, the week the cuts were ordered.

Overview

On 24 July 2022 the gauge at Pontelagoscuro recorded the Po at 104 cubic metres a second, against a long term July mean of 832. It was the worst low flow on the river in two centuries. Alpine snow water had entered the spring at about 40 per cent of the recent median, and the salt wedge pushed 39 kilometres up the delta.

In the Lomellina, the rice district south west of Milan, farmers rode motorbikes across paddies that should have been under ten centimetres of water. Italy's national rice authority later found that between a fifth and a quarter of the district produced nothing at all.

The challenge

The basin authority ordered a 20 per cent cut in irrigation withdrawals on 20 June and suspended every environmental flow derogation for irrigation from 22 July. In the rice district those cuts landed unevenly. The Est Sesia consortium, which serves about 300,000 hectares across 254 municipalities, was down to a third of its normal flow by June and, in its president's words, could not rotate at all because of the length of its canals. Wetting turns that should come every few days stretched to fifteen, twenty, in the worst cases thirty five.

Rice is grown in standing water. National yield fell from 6.59 tonnes a hectare in 2021 to 5.81 in 2022 and production dropped 15.2 per cent, on the smallest sown area since 2000. The regional split is stark: Lombardy's rice production fell 28.2 per cent against Piedmont's 5.4.

Every decision that summer ran against a deadline. A farmer with water for part of the farm had to choose which parcels to keep before the next turn came round. The consortia rationing the water had no view of where their cuts were actually landing. Compensation turned on a per parcel test, damage above 30 per cent of ordinary gross saleable production, assessed by regional technical bodies.

Only 9.4 per cent of Italy's sown area carried crop insurance, and the national catastrophe fund did not become operational until January 2023, so it paid nothing for 2022. Lombardy alone counted €417.6 million of claims across 9,109 farms. Pavia province accounted for €172.4 million of that across 2,315 farms, the largest provincial figure in the region.

The rice authority then ran a satellite classifier calibrated against ground checks and the farms' own aid declarations, and published hectares lost by district and by commercial class. An official, field level loss figure from the body that regulates the crop makes this one of the few droughts anywhere with a real target to measure against.

What we did

The analysis covers the Lomellina and the Novarese fringe on a box of about 31 by 40 kilometres, holding all four municipalities the rice authority names as worst hit in Lombardy and six of the eight it names in Novara.

The reference year is 2020, and choosing it carries most of the weight in this study. Measured against 2021 the signal sits barely above its own control, because 2021 was itself a drought year here: Est Sesia cut deliveries 35 per cent that June, with deficits over 70 per cent in the south, and the Po ran 39 per cent below normal from April to June. Measuring a drought against a drought measures nothing. In 2020 the river's annual mean was within 1 per cent of the long term average and there were no irrigation restrictions at all.

Dates are exact calendar matches, 20 June, 20 July and 9 August in both years, so each pair is imaged from the same viewing geometry and needs no correction for it. Two of the three are the dates the rice authority used for its own measurement.

Results are reported at three thresholds, because the question has two versions. A fall of 0.15 in the vegetation index is crop stress. The rice authority's definition of an unproductive field is a collapse from about 0.87 to about 0.54, a fall of roughly 0.33. The comparison with their published hectares is therefore made at their threshold, not one of ours.

The identical test also runs between two ordinary years, 2019 against 2020, matched dates, same box, same thresholds. Every figure below is quoted against it.

Areas are the sum of connected patches of half a hectare and larger. The 0.35 column is the one that corresponds to the rice authority's own definition of an unproductive field.

At the authority's threshold the drought returns 18,353 hectares. The same test between two ordinary seasons returns 1,618. Their published figure for the same two districts is 15,186 to 16,608 hectares, so ours sits about 12 per cent above the top of that range, in the direction the difference in coverage predicts: our box is a superset of their declared rice parcels and includes maize, which fell 24.7 per cent in Lombardy the same year.

The separation strengthens as the test gets stricter. At a 0.15 fall the drought is 9.5 times the control, at 0.25 it is 10.9 times, at 0.35 it is 11.3. A confound that scaled with the threshold would not behave that way.

The two districts are published at 22 to 24 per cent loss and 10 per cent loss, and they are contiguous fields in the same image on the same day. Any error in atmospheric correction, phenology or viewing geometry would apply to both, so the contrast between them cannot come from those. The national statistics reach the same geography by a completely different route: Lombardy's rice fell five times harder than Piedmont's.

What it means

The measurement that mattered was available on 20 June. That pair already shows 51,684 hectares of stressed crop, the same week the basin authority ordered its 20 per cent cut and six weeks before the rice authority's key scene. The information a consortium needed to target rationing existed at the moment the rationing was being decided, and the loss figures that eventually justified compensation arrived the following December.

That changes what an insurer or a consortium can act on. Six archive scenes, no tasking and no field campaign gave a district level picture of where water was failing while there was still a season to save. A parcel register laid over the same output would narrow it from district to holding, which is the obvious next step and the form a claims process actually needs.

What this does not do is convert hectares to tonnes or to euros. It measures how much ground lost its canopy against a normal year. Yield and claim value need the crop, the parcel boundary and an agronomic model, and those are a separate piece of work.
